Sorry for being an [censored], but your spelling is a bit distracting, and what you mean to say is "gesture."

Your point is a good one. The problem is that most of the people who are littering are not the people who look at/heed forum suggestions. At one point, I thought the bling gnome was, in part, meant to address the problem of people littering in town, but it doesn't sound like the case now with the recent talk about the gnome's functions.

The simplest way to stop this is to prevent SB items from being dropped in Towns or Outposts. Or, if you want to be nicer and not make people run an instance to drop their junk, make a rubbish bin.

But these have all been suggested-to-death.

I like the jester idea better than the woodsie the owl one... have a jester come out and pelt them with their own junk!!!
