Long Delay at some NPCs

Now I know my computer is not the best in the world. I get a pinch of lag in the best of circumstances. I experience a much longer delay for the random NPCs and the NPCs in the dungeons. I can expect about a 10-second delay between clicking on the NPC and seeing the next screen or between accepting a quest and getting the acknowledgement. Does everyone else experience an additional delay for these NPCs? I don't think what you are experiencing is happening globally. Have you submitted a support ticket? Please do if you haven't. (Instructions are stickied, Contacting Support).
