Critical Hit Chance, Explain?

I've played a lot of games and when they stated a weapon with a 50% Critical Hit, it means that you will have a 50/50 chance to to hit a critical attack. What confuses me here is I have a piece of armor with 23% melee critical, a weapon with 75% melee critical which is an overall of 98% chance to hit a critical in melee. However I only get a critical about every 10 hits. Someone said in world chat that it's different in this game, it doesn't make sense to me how I'm rarely getting a critical hit with 98%.
